North Main Street Reconstruction, Helena, Montana |

This project encompassed the complete reconstruction of North Main Street, an urban arterial in Helena, from Montana Avenue to Lyndale Avenue. The design detailed a five lane facility with raised medians to replace the existing 2-lane roadway.
SE&A designed this project for the Department of Transportation in conjunction with |

the City of Helena. Design amenities included landscaped medians, boulevard sidewalks, a path through an adjacent park (YMCA), a bike lane, and a pedestrian underpass connecting Memorial and Centennial Parks. |

Dickie Bridge to Wise River Reconstruction, Wisdom, Montana |

SE&A provided project development and design for the reconstruction of 12.3 km of highway 46 from Dickie Bridge ( Big Hole River bridge) to the town of Wise River. The portion of the project in the Town of Wise River was planned for an overlay, but as the design developed, new curb and gutter was designed to replace deficient curb and gutter and driveway approaches detailed to improve access to the highway. Wetlands along the project corridor were common and all wetland impacts were identified and mitigated. Hydraulic analysis and design for creek and drainage crossing, including fish passage was a big part of the project as well. |

National Highway System Routes Guardrail Projects, Montana Department of Transportation Districts throughout the State

Two phase projects to provide engineering services to upgrade existing blunt end guardrail terminal sections and associated guardrail design problems on non-Interstate National Highway System (NHS) Routes in the five MDT Districts.
|
| |
|
Phase 1 confirmed the identity of the terminal end sections identified in a 1995 Survey and photographing all unconnected bridge rail sections and unprotected bridge parapets for the MDT Bridge Bureau.
Phase II involved surveying the identified upgrade locations for slope data and wetland impacts. The wetland impacts were used in preparing the Categorical Exclusion environmental documents while the slope data was used to calculate guardrail “length of needs” and develop construction documents. Plans were developed for construction in coordination with the Bridge Bureau. |

This project was a full width urban street reconstruction on a busy collector. It was administered by MDT, and funded through an SID and a MACI grant. The City of Helena was also closely involved in all phases of the project. The project included new asphalt surfacing, curb and gutter, signs and sidewalks.

A railroad crossing was coordinated with the railroad through the City of Helena. In addition to preparing plans, Stahly Engineering & Associates (SE&A) provided the topographic and cadastral survey, storm drainage, and a traffic study. Our firm generated hydraulic reports, alignment and grade and scope of work reports. Public involvement was a major part of the project. SE&A assisted the City with the SID process.
Traffic calming to slow travel speed and discourage truck traffic was a priority of the local residents along Brady Street. After receiving public input, a traffic calming island design was selected and incorporated into the project. This design was used in two locations along the project corridor. |

This road lies in Beaverhead County in Southwest Montana. The improvements were funded by special U.S. Forest Service monies related to the Lewis & Clark Bicentennial. The Corps of Discovery traversed Lemhi Pass some 200 years ago. The project consisted of 8 miles of road reconstruction including two significant waterway crossings. |

Lewis and Clark County RID Maintenance Projects |
| |
|
Serving as the engineering consultant for Lewis and Clark County Public Works, Stahly Engineering & Associates conducts “windshield” surveys of Rural Improvements Districts within the County to determine the need for upgrades or maintenance. From these surveys, improvements are prescribed and may include crack sealing, full depth pavement replacement, skin patching, pothole repair and asphalt seal and chip resurfacing. SE&A assists in public presentation of prescribed repairs and costs associated with the repairs.
Once members of the RID accept the potential increase in cost to their RID, SE&A provides construction specifications and assistance throughout the bidding process. Following selection of the construction contractor we are responsible for construction management and inspection. |

This project involved total reconstruction of the 400 Block Street section of Last Chance Gulch. Community Transportation Enhancement Program (CTEP) funds were used for sidewalk replacement, street trees, landscaped intersection bulbs, underground irrigation, and historical lighting fixtures. |

Tax Increment Financing (TIF) monies were utilized for a new storm drain main which is used as an outlet for roof drains which previously went into the sewer. A Special Improvement District (SID) made up the remaining funding. |

This project involved the widening of Montana Avenue to mitigate impacts created by two large commercial developments, Skelton Addition and the Northside Center. The Skelton Addition work was completed first and involved widening from two lanes to four lanes with a curb and gutter on one side. |

The Northside Center portion added a 5th lane, curb and gutter on the opposite side, and a traffic signal. Once all pavement widening was complete the existing pavement was milled and the entire project was overlayed. |
|

Whitehall Streets Improvement, Whitehall, Montana |

Stahly Engineering & Associates provided the Town of Whitehall with an innovative, cost effective engineering design to improve local streets. The design included an overlay consisting of rejuvenated (adding 1.5% oil) millings from a nearby Interstate project. To facilitate storm water runoff, drainage swales were provided at several of the intersections. |

SE&A was responsible for the preparation of bid documents and construction specifications, bid tabulations and made bid award recommendations to the Town. Construction management and inspection were also performed. The new pavement surfaces received an application of an asphalt seal coat and chips. The overlay program took three years to complete and a total of 4.7 miles of streets received the overlay.
A second phase of this street improvement project is currently ongoing. |

effluent, new intercell piping, and replacement of
existing submersible pumps. In addition, 1,800’ of collection main was replaced and the lift station was upgraded. |

Considerable grant funding was obtained to provide upgrades to the Victor/Hamilton wastewater system. Improvements consisted of an additional aerated lagoon and storage cell with spray irrigation for the flows in excess of the infiltration basin capacities. The aeration cell and the storage cell were constructed with uncovered HDPE liner. |
